propose Amendment that both houses of congress must use the same health insurance they enact for the American people

Congress is imposing poor policies in providing healthcare to Americans, both with Medicaid and Medicare, while at the same time keeping themselves from the programs they force unto others. They should be mandated to use the same programs from their government positions that they impose on Americans. They still can pay for their own health insurance just like citizens are allowed.
