Propose an amendment to Constitution to allow a national initiative by ordinary citizens. The initiative would be proposed by 5 percent of qualified voters at a general election and must be approved by a majority of qualified voters. If passed the initiative would be binding on congress and the executive and subject to review by the Supreme Court as to constitutionality.
