Propose to Congress an Amendment to the Constitution that lays out a path for states to secede from the United States of America. The Amendment should include a process for deciding issues arising from separation, particularly issues of citizenship of the residents of the seceding state. It is proposed that the process of secession should start with a petition from the state legislature to leave the Union and require final approval by popular vote of the citizens of the petitioning state. No vote by Congress shall be allowed or required for final approval of secession.
