propose an Amendment to the Constitution for Gun Control

I the Second Amendment be repealed and replaced by a new Amendment. We need to limit the types of gun US citizens have a right to own, and to require pre-purchase background checks, gun registration and licensing, and periodic testing and safety education to keep a firearms license current. The Second Amendment as it exists does not keep anyone safe from random acts of mass violence perpetrated by the insane or disordered criminal and no part of the originally-intended purpose of a ready militia is fulfilled today by the pattern of gun ownership and use. More civil liberties are put at risk by the current ownership and use of gun than are fostered by it. The Constitution must serve the rights of both liberty and defense of citizens.
