Propose an amendment to the federal constitution defining when the right to life begins.

Roe v Wade does not determine when life begins; only that a woman's health rights control her pregnancy until the child's life begins. This amendment answers the question asked by the 1973 Supreme Court ruling of when. This amendment would define when a child's life begins and when constitutional protection of that life will be enforced, regardless of means or circumstances resulting in the conception or use of contraception. If you believe "life is in the blood" then a discernible heartbeat would be that starting point. The "conception" stage is not practical, although medical science may support it. The "viable fetus" and "birth" stages are too late. This amendment should not give the federal government any control, funding obligation, mandate or duty for a woman's health care.
