1 The Second Amendment to the Constitution is repealed.
2 Congress shall have the power to regulate arms, but shall not prohibit the possession of firearms from the people, and shall classify arms according to purpose, power, and lethality, and set limits on the class and quantity which may be made legal for purchase and use by the people, States, and federal armed forces accordingly.
3 The States shall incorporate and regulate an armed militia and may conscript citizens should the need arise.
4 Militias are subject to oversight of Congress and the review of the Federal military. In time of need, The President shall order militias to be temporarily assumed into the federal military.
