Manipulation of Congressional districts by partisan state legislatures creates a competitive advantage for incumbents. Approval ratings for Congress are at historic lows. However, it is difficult for the American people to exercise their constitutional right to "revolution by ballot" due to the current process. In addition, a lack of electoral competition reduces the ability of Congress to generate meaningful compromise and results for the American people.
By requiring a non-partisan commission to create competitive Congressional districts, this would help create a more perfect union and promote the general welfare for citizens of the United States.
This change will increase performance expectations for elected officials in Washington and increase the power of the electorate.
