Congressional redistricting has resulted in "safe" districts in which the only competition in elections is during highly partisan primaries. As a result, too many districts are represented by extremists on both sides of the aisle. Therefore, the US Constitution should be amended to provide all Congressional districts shall be created on the basis of equal numbers of persons as determined by the US Census. Furthermore, all districts shall, to the greatest extent practicable allow political subdivisions (cities, counties and parishes) of the states to remain in a single district. District boundaries should follow such pre-existing boundaries first, followed by major geographic boundaries such as rivers, lakes, and major highways.
