We request an Amendment to the Constitution, requiring all States to uniformly allocate and commit their Electoral College (EC) electors in the following manner:
1) Two Electors shall be committed to the Candidate who won the plurality of votes in their State
2) The remaining Electors shall be committed proportionally to their State's election results
This framework protects the interest of less populous States, preserves an advantage to the winner in each State, and democratizes the EC.
Presently, 48 states have a winner-takes-all rule for the EC. NE and ME allocate EC votes differently. Some have recently proposed changing the rules in select States. If States begin to alter EC allocations in a non-uniform manner, civil chaos will ensue. The EC must not be a venue for political games!
