I propose that it makes sense to require equal degrees of responsibility for owning a gun as for a car. Operating licenses and registration/licensing for the guns themselves should be required just as for automobiles. And just like with cars, owners/operators should be required to maintain liability insurance on each weapon.
Operators licenses should require semi-annual training and qualification. Equipment licensing should be annual or semi-annual and include a safety inspection.
Equipment registration should include recording the gun's ballistic and mechanism markings on bullets and shells, and there should be some liability for a purchaser whose gun is stolen and used to injure others, to encourage owners to be more vigilant in preventing theft.
