BBA features:
0) Provision for Declared War, Declared Natural Disaster, and Declared National Emergency, all of which must expire every 6 months.
1) Spending (all outlays including SS, Medi-X, Defense) capped at previous fiscal year's receipts (all sources).
2) 1% of overall budget directed to debt reduction and emergency fund (split 50/50 until debt is paid off and/or emergency fund reaches 10% of total budget). Emergency fund cannot be touched except during Declared War, Emergency or Natural Disaster.
3) Congress allowed to issue bonds to pay for infrastructure, with a proviso that bond repayment is amortized over the life of the bond - example: 10 year bond of $1 billion + interest has 100 million + interest owed, less interest earned placed in an untouchable account annually.
