Congress has an approval rating of 15% but a re-election rate of 90%. Why the disconnect? The voters lack good alternatives. If we limit service to two six-year terms in the Senate and four two-year terms in the House, we essentially force turnover. As it stands now, most races are essentially uncontested - the incumbent faces an unknown, underfunded challenger and easily wins re-election while accepting thousands (if not millions) of dollars in special interest campaign funds. Let's reduce the corruption and enmity in Congress by forcing the old hands out and bringing in some new ideas.
