Propose anonymous submisson of new legislation in the House and Senate

Members of both houses of Congress are caught in a 365 days a year re-election cycle. Unlimited and sometimes anonymous money donated to campaigns and PACs have paralyzed both parties' ability to advance legislation for the good of the country. The White House should propose that any new legislation in the House or Senate be submitted anonymously for a minimum of one year. This way, members of Congress can debate potenial new laws on its merits alone, free from the constraints of the highly polarized Congress and the 24 hour commercial news cycle.
