1.) Future assault rifle sales, regardless of barrel length, become NFA Title 2 weapons under the ATF requirng fingerprints, photo, local law enforcement sign off, $200 tax stamp, and the 4-6 month waiting period that follows.
2.) Mandatory reporting by courts and mental health providers of convicted violent offenders and pyschotic patients (psychosis as defined in the DSM-IV) to state police for firearm background screens (which is poorly enforced in most staes) and penalties for not doing so.
3.) Ban ALL private firearms sales aka "Gun Show Loophole." Sales must be done through an FFL or state police.
4.) 15% violence tax on rated movie and game sales. A 15% tax on all network profits made during the airing of a show rated as violent. Said taxes will go to local gun buyback programs.
