Propose a Balanced Budget Amendment to the Constitution of the United States.

The annual budget will be 10% of the average GDP of the previous 3 year period. The annual budget will have a spending cap of 90% with a 10% required rainy day fund. The budget cap can only be altered in the event of a Declaration of War by Congress. Social Security and Medicare will be treated as the Trusts that they are. As such any funds required to support Social Security and Medicare must come from associated payroll deductions collected. The funds from these trust cannot be used in the general budget. Any excess tax revenues above and beyond the annual budget amount must be applied to the national debt first and second to the Social Security and Medicare Trusts. The budget will be presented by the President and with a 3/4 vote from either the House or Senate to be approved.
