Propose Bi-directional Firearms Legislation: De-regulate one firearm component, regulate another firearm component.

A bi-directional approach made possible by de-regulating one firearm component while increasing regulation of a more significant firearm component. This would give something tangible to both the pro-gun and anti-gun supporter.

Two parts:
1) Deregulate the firearm muffler.
2) Increase regulation of the firearm box magazine.

The proposed component to deregulate is the "firearm muffler", also known as a "suppressor", which is presently registered, taxed and regulated as if it were a machinegun itself. This is already deregulated in most European countries, and is in fact mandatory in many areas for hunting in Europe.

The proposed component to regulate is the "box magazine", allowing transfer only through licensed firearms dealers and prohibiting resale outside of a licensed dealer.
