Propose a bill to either validate or nullify the powers of the US government to monitor its citizens electronically.

With the recent whistle-blowing on certain programs such as PRISM that until June of 2013 were kept secret from the general public, many Americans believe that the U.S. government is infringing on their personal rights and liberties guaranteed in the Bill of Rights. (Specifically the 4th Amendment.)
Because the President and all federal employees have sworn to uphold the Constitution, it is in my belief and many others' that an explanation should be given as to how the current actions being taken do not conflict with the Constitution. After this has been stated, a popular vote may be taken to confirm the public opinion on the issue, and whether or not the Obama Administration's actions should continue as they are.
