Propose a bill that, if passed, would hold congressional members responsible for actions under penalty of expulsion.

In the majority of professions an individual's job depends on certain things, such as coming to work and doing that job. If they do not then they risk losing the job. Congressional members should not have the right to shut down the government; if they refuse to participate in the democratic process then they should be expelled.

This would keep the country in forward movement. If one party disagrees with a bill passed they will have to work through the process of democracy to change it, rather than childishly refusing to do their job.
