The tactic of stalling or even sabotaging an important legislative bill by proposing completely unrelated and often harmful amendments is needlessly slowing down Congress.

The administration should propose a bill that limits House and Senate amendments to only those that fall under the jurisdiction of the department or Secretary responsible for the implementation of the main purpose of the bill being amended.

For example, an amendment restricting access to healthcare should not be allowed on a transportation bill.
