propose a bill that would federally mandate electoral and congressional districts to be redrawn by non/bipartisan groups

Currently, how federal congressional and electoral districts are drawn and redrawn is decided by state legislators. Some states already require that non-partisan or bipartisan groups redraw the districts; however, many states do not. In these states it is the will of the majority party on how the districts get redrawn. These state legislators often manipulate their power in redrawing the districts to give their party a long lasting advantage, and handicap the minority party. This process is known as gerrymandering. Gerrymandering is an unethical government practice that can only be truly addressed through federal legislative reform. Designating the power of redrawing the districts to nonpartisan or bipartisan is the best way to have American citizens fairly and equally represented.
