propose a Bill/Amendment to allow the inhabited territories of this union to vote for President and naturalized at birth

The Supreme Court case of Downes v. Bidwell denied this nation's island territories suffrage for presidential elections. In American Samoa those born on the U.S. territory aren't considered US citizens These disregards to the constitution and 14th amendment were allowed since the people of these territories were deemed "alien races" who couldn't understand "Anglo-Saxon principles". The man who wrote this decision was Henry Brown who also wrote the "Separate but Equal" decision, even he said that they were temporary. Yet, this persisted 115 years. D.C. has received suffrage in that time and its not a state itself.
