Presidents are limited by what they can accomplish in their first term, as the last year and a half of that term is spent campaigning. Additionally, this pressure to campaign for a second term is costly and candidates are forced to compromise a little too much for fear of not getting re-elected. A President serving 1 term of 6 years will get much more accomplished.
