The 2012 Fiscal Cliff is drawing nearer and it would seem that nobody on Capitol Hill can seem to agree exactly where spending cuts and tax raises can be made that is accepted across the board. Therefore, the Obama Administration should propose to Congress an Amendment to the United States Constitution which would force Congress to have a balanced budget, with the exception of issues related to National Security.
Over time, this amendment would prevent the United States Government from having to deal with further issues relating to a Fiscal Cliff.
