Propose to Congress the Gun Violence Reduction Act

A uniform, national requirement for the registration of all guns and the licensing of all gun owners. Commercial sales would require the production of a valid license (and its clearance through an online data base) and the on sight registration of the purchased weapon. To discourage illicit sales between private parties, a “hold harmless” clause could protect a seller from civil liability for the acts of a buyer when the buyer’s license was checked and the sale reported (like private parties buying and selling cars). Gun licenses should be revoked if a person commits a violent crime, is adjudicated mentally incompetent, or becomes the target of a restraining order.
