Most democratic nations have a way to dissolve legislatures if unable to competently conduct the nation's business. Most employees are fired if unable to complete the essential tasks of the job. Congress should be no different.
Amend the Constitution to clearly state the essential tasks of Congress, such as passing an annual budget prior to April 30th of each year and conducting votes on crucial issues (such as war) when requested by the President.
The Supreme Court should be empowered to judge whether Congress is derelict or has pledged loyalty to something other than the Constitution, with a simple majority vote to dissolve Congress. Upon dissolution, a national vote is held in 45 days, with those judged to have pledged loyalty elsewhere ineligible. New Congress installed 60 days.
