For a constitutional amendment to ban Congress from meeting between Thanksgiving and New Years Day:

""Congress shall not be in session between the Wednesday before the fourth Thursday in November and the first day of the subsequent calendar year, except by proclamation of the President endorsed by a majority of the Governors of the several States." The latter clause being the Pearl Harbor exception.
