Propose Constitutional Amendment to ban riders and amendments to Congressional bills.

Any bill that gets sent through either house of Congress has any number of riders and amendments added to the originally proposed bill and is voted on as a group package. One party or another will often include amendments or riders onto bills that are certain of passing, but the addition has nothing to do with the bill, is distasteful to the other party, and either passes anyway or is placed there to kill the bill either through votes in Congress or Presidential veto.

I propose a Constitutional Amendment that will ban the use of these riders. Force each proposed law to undergo Congressional committee approval, debate, and vote on their own merits. No more hidden laws. No more "bill killing" add-ons. No more scoring political points. One bill. One vote.
