Propose a Constitutional Amendment to end the death penalty

Whereas the death penalty is premeditated murder of a human being who committed murder and whereas those who support the death penalty are committing the same crime for which the person being executed has been convicted; whereas the application of the death penalty results in innocent people being executed since advancements in technology and DNA testing have proven that we have put innocent people to death; whereas the death penalty deters only the executed individual from committing the crime again; whereas the death penalty is cruel and unusual punishment; and whereas the death penalty is not consistent with American values of life, liberty and the pursuit of happiness, the Constitution should be amended to end the death penalty as punishment for any and all crimes.
