I would propose an amendment that only allows one (in certain exceptions, two, to account for population distribution) Congressional district in a given county or city to cross political boundaries or prevents multiple turns in the district boundary that does not reflect a physical boundary, such as a lake, river, etc. Another acceptable method for drawing district boundaries would be via a non-partisan commission. Electoral boundaries should no longer be drawn by incumbents who have a vested interest in limiting electoral competitiveness.
