Propose a Constitutional Amendment modifying conduct of primary elections for national office.

Primary elections for national office should be conducted by national rules. Parties should pay for and conduct their primaries by their own rules. Government-funded primaries should include on ballots every candidate who receives petition signatures at least equal to 5% of previous state vote (for President and Senator) or district vote (for Representative) for the relevant office. Candidates not on the ballot in primary elections cannot run in general elections. Voters should be able to vote for any candidate without regard to party. Top vote-receiving candidates all of whose tallies together equal at least 75% of votes cast will appear on general election ballots. If the top vote-receiving candidate receives 75% or more of votes case, that candidate will be considered elected.
