Propose a Constitutional amendment on Presidential appointments limiting Senate review to 180 days.

In order that the government may function efficiently, it is necessary to fill appointed positions. A minority in the Senate, using its filibuster rule, has often prevented votes on Presidential appointments, bypassing the Constitutional duty of the Senate to advise and consents. A Constitutional amendment could require that the Senate act within 180 days of appointment or the appointment shall be deemed approved.
