propose a Constitutional Amendment to reform the Electoral College by making it more proportional, counting all votes!

I believe that the President Obama should compel Congress to create a Constitutional Amendment that would reform the Electoral College in such a manner as to require that states translate the popular vote into the electoral vote in a proportional manner! This would mean that every single person's vote would be reflected in the Electoral Vote that chooses the president rather than the losing side in all but 2 states feeling as if their votes disappeared because they are not awarded any electors!
