Propose a constitutional amendment to remove the power to design congressional districts from state legislatures.

Members of congress today are more extreme in their views than ever. They are becoming more partisan because they are unlikely to face a serious challenge from a member of the opposing party in their gerrymandered 'safe' districts. State legislatures gerrymander congressional districts to create these safe seats. Non-partisan commissions should redraw districts in all states to eliminate partisan considerations. In the absence of state-level initiatives, a constitutional amendment is the only way to achieve this reform.
