Pass a constitutional amendment that requires Congress to pass a budget each year.
If the budget is not passed in the first quarter of the fiscal year, the speaker of the house and the Senate majority leader are removed from office.
If the budget is not passed in the second quarter of the fiscal year, the entire congress is removed from office and receives no retirement benefits. Governors from each state would appoint replacements to serve until a special election could be held in November. No current member of Congress may be appointed by the Governors, nor may they run in the special election
Congress may not pass a continuing resolution as a budget.
