Many times, when Congress is primarily controlled by a party opposite that of the White House, a clash develops between the two over the next year's budget. In recent years, this has resulted in a number of stalemates that drag out the budget process for months.
The President should propose and lobby for a Constitutional Amendment requiring Congress to devote its efforts entirely to passing the next year's budget no later than 01 September, to continue until complete or until the new fiscal year in question begins (01 October). It should contain a stipulation that, should a budget not be passed by the beginning of that new fiscal year (by D.C. time), the President's last budget proposal submission prior to Congress convening on the issue shall be approved automatically.
