Propose a constitutional amendment that requires Congress to pass a federal budget bill no later than September 15th for the following fiscal year. If Congress fails to do so, all current sitting members are expelled from office at midnight on the 15th. Special elections to be held nationwide one week later, on the 22nd, with newly-elected Senators & Representatives seated the next day. No Congressman ousted by this process is allowed to run in the special election. The new Congress has one week, until September 30, to pass a budget, or the process repeats itself, until a budget is passed.
