Propose a constitutional amendment requiring congress to pass a balanced budget every year.

Every year it is a given that the budget will be increasing out of proportion to the amount of revenue that is generated, causing inflation and perpetuating out of control spending by our government. A constitutional amendment disallowing this would unilaterally demonstrate to the citizens that our government is committed to fiscal responsibility.
