Propose a Constitutional Amendment stating that NO law can be created that exempts any group or elected official

After observing multiple laws get passed and hearing that one group or another is exempt it leads me to believe that we are evolving into a system of classes that are above the law. If we are to be a Nation of Laws then we should all be equal under each law passed. Furthermore if the law is good enough for the American people then it is good enough for all groups including the government that creates and passes the law.
