Propose a Constitutional Amendment stating that the United States of America can only declare war on other Nation States

This Amendment will be intended to prevent permanent states of War on Ideas, States of Mind, Religions, Emotions, or Inanimate Objects in stating that the Government of the United States of America will only use military force against other Nations for clear and tangible goals.

This Amendment is also intended to prevent the suspension of due process and habeas corpus. During wartime the Executive Branch has extreme judicial power that nullifies many of the Amendments of our Constitution including but not limited to the 1st and 4th.

This Amendment is intended to stop endless periods of war against objects and/or ideas that can not surrender and therefore will never end.
