Propose a constitutional amendment that would decriminalize the use of recreational marijuana nationwide

Prohibition has never worked. In the 1920's, the war on alcohol did not work at all. If a substance, particularly a non-dangerous one such as marijuana, is illegal, that only causes it to be sold on streets when it could be regulated and taxed like alcohol which could bring in a lot of revenue for the economy.
