Propose a constiutional amendment requiring congress to pass a federal budget for each fiscal year.

Text of proposed amendment:
Section 1. Prior to each fiscal year the Congress shall pass a budget for the United States Government for that fiscal year.
Section 2. In any year in which the Congress fails to pass a budget before the start of the fiscal year, payment of all compensation due members of congress under Article 1 section 6 of this constitution and any other compensation or allowances authorized members of Congress by law shall be suspended beginning on the first day of the fiscal year until a budget is passed.
Section 3. Should the Congress fail to pass a budget within 7 days of the start of the fiscal year all compensation suspended under this article shall be forfeit.
Section 4. This article shall take effect beginning the second fiscal year after its ratification
