The existing train system is inefficient. Beside the fact that all railroads hub into Chicago (effectively), the right-of-ways are all proprietary. The country needs a railroad system with access rights more closely resembling automobile roads where the government owns and maintains the rail, and private entities are granted access by licensing and registering authorized vehicles on the rail. This new rail-roadway needs to service all commercial airports to enable true transportation competition, and efficiency of travel as the key point in choosing a mode of travel. Disruptions in one mode of transportation should not cripple the nation's mobility. The Interstate topology is very efficient. Leverage the Interstate topology to create the next generation railway.
