National Direct-Democracy Initiatives shall be created and qualified by the People alone as a permanent balance to Congressional dysfunction and Government waste.
Self-organizing citizen groups may propose initiatives. Initiatives may be direct or indirect; legislative or constitutional. They may do and undo all that Congress may do. They will be voted at Federal Elections. Only a referendum may override an initiative.
A self-governing Assembly, randomly selected from the People, shall qualify a manageable number of the best initiatives. Assembly Members shall be paid, serving one year, staggered monthly for continuity. Assembly rules shall be established by the Amendment. Members are private persons well protected from improper influence.
