propose & endorse a balanced budget amendment with a clause to eliminate the federal debt within 15 years

Federal Spending is out of control. So is the National Debt. We must live within our means. If the country was an individual we would have been cut off years ago. This amendment should include a war clause with a framework for repayment (i.e. each year of Congressionally declared war is allowed x years to repay). It should prevent 'loans' from the social security trust funds and similar funds. It should, further, prohibiting "unfunded mandates" & require allowing for all existing programs when putting together a new budget. It may be necessary to establish a floor for defense spending of 5 or 6 percent of GDP.
