Present a proposal to the international community for the following expansions of the ISS or a subsequent space station to drive further space exploration and science:
-Construction facilities for orbital-launch spacecraft
-Storage facilities for parts and materials used in orbital construction and testing of craft
-Additional docking stations to support orbital-launch craft
-Additional general living facilities to support increased personnel related to orbital construction, launch
The proposal should also include a push for comprehensive top-down orbital-launch craft design. Accomplishment of this project would enable easy interplanetary and eventual interstellar travel, as launching from space would allow the use of much larger, much more advanced craft than we are presently capable.
