Propose a federal tax on plastic bags that includes a clause that forces corporations to bear the cost of the tax.

We petition the Obama administration to introduce a new Federal Tax on plastic bags. However, this tax would be unlike those of other existing taxes that tax the consumer for the use of the plastic bag. This is unreasonable as most consumers will not shift to a better alternative and will end up paying the tax over and over, solely costing them more money in everyday life. Our proposed tax would include a very specific clause that would force the businesses and corporations that purchase plastic bags for consumer use to not only bear the cost of the tax, but the clause would also insure that after the corporations have paid the tax they cannot shift the cost to consumers. A tax with said clause would cause large enterprises seek more economically and environmentally feasible alternatives
