I believe if all Americans had the ability to purchase Medicare at a cost based on income, the ability to have the entire population receive healthcare coverage would be achieved.
A new system would not have to be developed, this proposal would allow the current system to expand, the additional revenues received would help to stabilize the Medicare funding issues.
Finally, employer costs for providing healthcare would decrease because they would only have to offer supplemental insurance as part of benefit packages.
