The President is requested to assure the military budget is most effective at defense while reassuring the Governor of Texas his State is secure from martial law by proposing:
Six of the eight USAF bases and NASA in the state of Texas shall be consolidated and relocated to new, modern high tech installations at Spaceport USA in NM, the former SAC/Walker Air Force Base in Roswell NM and Nellis, Creech and Groom Lake USAF bases in Nevada, utilizing solar, wind and available terrain for operations and security.
Four of the five US Army bases in Texas should be consolidated and relocated to new or updated high tech facilities in Wyoming, Utah and/or Idaho for similar reasons.
The 12 US Coast Guard installations in Texas shall be reduced to 6 with appropriate RIF.
