Propose a law to encourage voting with an income tax incentive.

Voter turnout is too low. Possibly a tax incentive may encourage greater citizen participation in the election process. Consider proposing a law which would attempt to increase voter participation with a nominal tax incentive. The law should include a sunset provision if no significant effect is observed.
