Creating a fund and establishing caps in the amount of money a candidate can spend on campaigning will yield for a more fair run. Also prohibiting outside help to finance these costs will take pressure away from officials to serve someone's purpose while in office. It will give senators, representatives, president, etc more flexibility and an agenda that it is more along the lines of the general good and not the private good.
Although it will add a cost to the budget this measure will represent america's principles by establishing fairness and pushing the candidates to use their resources in a smarter and more efficient way.
Government should be and independent institution completely disattached from outside incentives.
